CHERRY HILL, NJ – Today, Congressman Donald Norcross (D-NJ-01) delivered $1,850,000 in Community Project Funding to the City of Camden and the Camden County Municipal Utilities Authority for the purchase of new garbage bins that will enable the semi-automation of curbside collection services and for upgrades to the county’s sewer system to improve water quality.

“These projects represent meaningful improvements to the communities here in Camden, and they show what’s possible when government listens to the local leaders who know their communities best,” said Congressman Donald Norcross. “We’re not only supporting economic development through new investments and jobs, but we’re also responding to the pressing needs of this community by advancing a cleaner, greener Camden. Through cleaner streets, improved neighborhoods, and reduced pollution, the revitalization of Camden City continues to move forward.”

“This is another tremendous step towards advancing the quality of life in the City of Camden and a significant boost to communities across Southern New Jersey,” said Camden Mayor Victor G. Carstarphen. “We are grateful to Congressman Norcross for his advocacy. The $850,000 in funding will help support the City’s clean up initiative through the purchase of new waste tipper containers. This will not only result in a huge savings for the municipality but ultimately help to upgrade Camden’s waste management infrastructure and ensuring reliable trash service citywide.”

“The CCMUA is incredibly appreciative of Congressman Norcross for recognizing the importance of improving water quality in Camden County, particularly within Camden City.” said CCMUA Executive Director Scott Schreiber. “This funding represents a meaningful investment in one of our most sensitive and critical environments—the Delaware River Backchannel. By thoughtfully combining local, state, and federal resources, the CCMUA remains committed to delivering tangible water quality improvements that benefit our residents, our waterways, and the broader region.”

The $1,000,000 grant to CCMUA will be used to make upgrades to the county’s sewer system and to improve water quality in coordination with the U.S. Army Corps of Engineers.

The $850,000 grant to the City of Camden will support the city’s purchase of new garbage bins for city residents that will enable the semi-automation of curbside collection services. Equipped with radio-frequency identification tracking, Camden will be able to move away from a “drag and dump” form of garbage collection to one that is more efficient and will result in less environmental waste.

These projects are a part of the $11.98 million Congressman Norcross secured for 15 Community Project Funding (CPF) awards throughout New Jersey’s First Congressional District to support economic development, create jobs, and respond to the most pressing needs of the community.

“We are deeply grateful to Congressman Norcross for securing federal support for these transformative projects,” said Dr. Ali A.
Rep. Norcross Releases Statement on Trump Administration’s Strikes on Iran

WASHINGTON, DC – Today, Congressman Donald Norcross (NJ-01) released the following statement on the Trump Administration’s strikes on Iran.

“Last night, President Trump unilaterally ordered a military strike against Iran. For decades, the Iranian regime has posed a persistent threat to U.S. national security, beginning with the 1979 hostage crisis and continuing through its pursuit of nuclear weapons capabilities, its role as a leading global sponsor of terrorism, and its oppression of the Iranian people.

“In response to the recent U.S. strike, Iran has reportedly launched attacks on four of the thirteen U.S military bases in the region, where more than 40,000 U.S. service members are currently stationed. In June of last year, the President asserted that Operation Midnight Hammer had “obliterated” Iran’s nuclear program.

“The American people deserve to understand why this latest strike was undertaken, why it was initiated at this time, and what clear strategy exists to bring this situation to a responsible conclusion.

“Above all, we must ensure the protection of our troops abroad and safeguard religious institutions and vulnerable communities here at home from potential retaliation. I am therefore calling for an immediate classified briefing to Congress to fully explain the rationale for this action and the path forward.”

Rep. Norcross Presents $1M in Community Project Funding to Maryville Integrated Care

WASHINGTON, DC – Today, Congressman Donald Norcross (NJ-01) presented a $1,015,000 Community Project Funding check to expand Maryville’s telehealth services and joined local leaders for the ribbon cutting of Maryville’s new outpatient treatment location in Voorhees.

"I fought to bring this federal investment home to South Jersey so Maryville can expand on-demand telehealth, improve remote patient monitoring, upgrade critical technology, and strengthen peer recovery support,” said Congressman Donald Norcross. “This funding will help connect more families to care and I’ll keep fighting every day to deliver our fair share of federal resources to South Jersey.”

“Maryville is deeply grateful to Congressman Norcross for his ongoing commitment to expanding access to treatment across Southern New Jersey,” said Jared Levy, CEO of Maryville. “This federal support will allow us to strengthen the systems and resources needed to reach more individuals struggling with substance use and mental health challenges. This investment means improved access, stronger recovery outcomes, and healthier communities.”

The funds secured by Congressman Norcross will help expand Maryville’s telehealth capacity through on-demand assessments, remote monitoring, upgraded technology and equipment, and enhanced peer recovery support to improve access to care across South Jersey.

Congressman Norcross secured the funding through a Community Project Funding grant that allows members of Congress to request funds to support economic development, create jobs, and respond to the most pressing needs of the South Jersey Community.

The new location is Maryville’s third outpatient site and will provide substance use disorder and mental health treatment, including outpatient and intensive outpatient care and Medication Assisted Treatment.

Rep. Norcross Releases Statement on Trump’s State of the Union Address

WASHINGTON, DC – Today, Congressman Donald Norcross (NJ-01) released the following statement on President Trump’s State of the Union address to Congress:

"Tonight’s State of the Union address made one thing clear: Donald Trump has failed the American people. Families are already struggling with high costs, and Trump’s policies have only made life more expensive. Trump’s tariff tax hurts American workers and his Big Ugly Law resulted in the largest cuts to healthcare and food assistance in U.S. history.

“At the same time, Trump’s ICE has been terrorizing our communities, instilling fear into our children, and murdering Americans on our streets. We all want to see violent criminals locked up but what we are experiencing across the nation is that every day Americans are paying the price. We need transparency, accountability, and rule of law. Trump’s ICE has got to go.

“I will continue fighting to lower costs, protect access to healthcare and food assistance, raise the federal minimum wage, and hold the Trump Administration accountable. Until working families feel secure in their finances, safe in their communities, and confident in their future, we cannot honestly say that the state of our Union is strong.”

###

U.S. Rep. Donald Norcross, a South Jersey Democrat, said he's "outraged" by a U.S. Immigration and Customs Enforcement operation that was reported near an elementary school bus stop.

On Feb. 12, Lindenwold School District officials released a statement to parents and families about an apparent ICE operation that occurred at an apartment complex near a district bus stop, causing confusion and panic for students waiting to be transported to school.

"The presence of multiple enforcement vehicles caused significant fear and confusion, and several students ran from the bus stop," district officials said, adding that some students were so distraught that school administrators deployed counselors upon student arrival and closely monitored dismissal at the end of the school day.

On Feb. 13, Norcross, a Democrat from Camden, released a statement denouncing the incident.

"Their [ICE's] tactics and lack of transparency have instilled fear in the community and have put children in harm's way," Norcross said. "Schoolchildren are not criminals, and enforcement actions must reflect that."

Norcross has been outspoken about immigration and ICE-related topics occurring in the state and across the country. He pitched legislation to Washington, D.C. colleagues in September that would require all immigration enforcement officers to wear and operate body cameras while on duty.

Per his Feb. 13 statement, the congressman is also pursuing the impeachment of Department of Homeland Security Secretary Kristi Noem and pushing to rebuild ICE to operate "transparently, lawfully, and with respect for civil rights."

"Let me be clear: Our community will not be terrorized, and we will keep fighting to protect our neighborhoods," Norcross said.

Norcross was scheduled to speak at a public event in protest of ICE tactics in Lindenwold the afternoon of Feb. 13.

WASHINGTON, DC – Today, Congressman Donald Norcross (D-NJ) delivered $850,000 in Community Project Funding to Camden County College. The funding will be used to renovate and expand a facility that will house a new electric and hybrid vehicle technician training program.

With New Jersey projected to welcome over 2 million electric vehicles to our roadways by 2035, this funding will help ensure Camden County College has an adequate space to accommodate the expansion of the electric vehicle training program and meet OSHA safety requirements.

“I’m honored to deliver $850,000 in community project funding to help renovate and expand Camden County College’s electric vehicle training facility,” said Congressman Donald Norcross. “Electric vehicles are the future, and South Jersey is ready to lead in preparing the next generation of career-ready EV technicians. Fixing cars today is not the same as it was when I was a kid, and we must ensure students are fully equipped to master the technology behind EVs. As a union electrician, I know that bolstering this program will open the door to strong, good-paying jobs, and will put more people on the path to a successful career.”

“We appreciate Congressman Donald Norcross for his continued partnership with Camden County College,” said Dr. Lovell Pugh-Bassett, President of Camden County College. “This funding positions our college at the forefront of automotive innovation by expanding our facility and equipping students with cutting-edge skills to lead the future of electric vehicle technology.”

“This funding is an investment in the future for our students, their careers and the future of clean, eco-friendly transportation,” said Commissioner Jeffrey Nash. “On behalf of the Board of Commissioners, we are grateful for Congressman Norcross’ advocacy and support that has ensured Camden County College will be on the forefront of automotive innovation in our region for years to come turning out the best mechanics with right skillsets for 21st century vehicles.”

###

Rep. Norcross Releases Statement on ICE operations in Lindenwold

WASHINGTON, DC – Today, Congressman Donald Norcross (D-NJ-01) released a statement on the ICE operations in Lindenwold.

“I am outraged by reports coming out about the ICE operation in Lindenwold yesterday. Their tactics and lack of transparency have instilled fear in the community and have put children in harm's way. Schoolchildren are not criminals, and enforcement actions must reflect that.

“It is extremely concerning that 911 was called. No federal agency is above the law and any effort to undermine constitutional rights or mislead law enforcement erodes public trust. There must be real accountability.

“I am pushing for reforms, including body cameras for ICE agents, pursuing the impeachment of Secretary Kristi Noem, and rebuilding ICE so it operates transparently, lawfully, and with respect for civil rights. Let me be clear: our community will not be terrorized, and we will keep fighting to protect our neighborhoods.”

###

Residents, politicians decry ICE action in Lindenwold and South Jersey

By Kaitlyn McCormick

Feb 16, 2026

Credit: Cherry Hill Courier-Post

A crowd of more than 100 people gathered outside the Lindenwold Borough building on Feb. 13 to protest U.S. Immigration and Customs Enforcement action across South Jersey and, most recently, in their own community.

The event, which was planned by 20-year-old Tatiana Mercer, coincidentally occurred just a day after an ICE enforcement at a Lindenwold apartment complex sent students fleeing from their bus stop in fear.

"This is only the beginning. Do not lose momentum. Continue to stand up for what is right," Mercer said to a crowd of demonstrators that surrounded her Friday afternoon.

"ICE is not welcome here."

Mercer was also joined by some elected officials, including U.S. Rep. Donald Norcross, a South Jersey Democrat.

The Democratic congressman from Camden County spoke about his own family's experiences with immigration, criticizing a lack of transparency from ICE agents. He also called for the impeachment of U.S. Department of Homeland Security Secretary Kristi Noem and U.S. President Donald Trump.

"We are from all over the world," Norcross said to the diverse group of demonstrators. "We're immigrants that came together."

Camden County Commissioner Jonathan Young encouraged the audience.

"Know your neighbor. Protect your neighbor," Young said.

"Let's not run from them now. Let's stand for them no matter what happens."

Demonstrators lined the sidewalk corner of the property, cheering, blowing whistles and waving flags from various countries.

Signs, written in both Spanish and English, denounced ICE and Trump. Some called for unity.

"I was out on the street 55 years ago," said one woman from Camden County who requested not to be named. "I can't believe I need to be doing this same stuff again, but we're going to do it."

"People have the power, you know, and that's what we're doing. We're making ourselves known, and it's going to have an impact. I truly believe it's going to have an impact."

As the crowd thickened, traffic moving past the building chimed in, adding a cacophony of car horns to the cheering and Spanish music filling the early-evening air.

Joshua Asadi-Wright, a 22-year-old from Lindenwold, gave his reason for demonstrating.

"We need everyone to stand up in the world together, because at the end of the day, [we're] all human," he said.

"We all built this country together."

Norcross, Grothman Introduce Bipartisan Bill to Simplify Retirement Plan Reporting and Cut Red Tape

Congressman Donald Norcross (D-NJ), alongside Congressman Glenn Grothman (R-WI) introduced the Form 5500 Filing Simplification Act, bipartisan legislation to modernize and streamline outdated federal reporting requirements for employer-sponsored retirement plans governed by the Employee Retirement Income Security Act.

The Form 5500 Filing Simplification Act establishes a single, uniform filing deadline for retirement plans. Under current law, the statutory deadline for filing Form 5500 does not provide sufficient time for companies to complete all the necessary steps for filing with the Department of Labor. As a result, many plan sponsors are forced to submit an extension request with the IRS using Form 5558 simply to file their annual Form 5500 on time. By eliminating the need for a separate extension request, the bill reduces unnecessary administrative burdens on employers while maintaining strong oversight and transparency.

The legislation is supported by the American Retirement Association, The ERISA Industry Committee, the U.S. Chamber of Commerce, the CHRO Association, and the American Benefits Council. Current cosponsors include Representatives Abraham Hamadeh (R-AZ), Joe Wilson (R-SC), Randy Fine (R-FL), James Moylan (R-GU), Mark Messmer (R-IN), Michael Rulli (R-OH), and Rick Allen (R-GA).

“Workers need a clear window into what is happening behind the scenes with their retirement accounts and most employers want to act in good faith to provide that transparency. But right now, an overly complicated filing system makes it harder for employers to stay on track and easier for mistakes to slip through,” said Congressman Donald Norcross. “This bill fixes that by setting one clear deadline and cutting out redundant steps, so plans are filed accurately and on time and workers’ retirement savings stay protected.”

“Employers who sponsor retirement plans are required to file Form 5500 each year, but under current rules many also have to submit a separate extension request, Form 5558,” said Congressman Grothman. “This redundant two-step process wastes time and money, creates unnecessary headaches for small and mid-sized businesses, and does nothing to help workers. Our bill fixes that by establishing a single, uniform filing deadline and allowing electronic submission, cutting paperwork while keeping the transparency and oversight needed to protect Americans’ retirement benefits.”

“The current two-step Form 5500 filing system creates needless complexity and exposes plan sponsors—especially small and mid-sized employers—to severe penalties for simple clerical errors. The Form 5500 Filing Simplification Act provides a practical, bipartisan solution that modernizes reporting, improves compliance, and strengthens the private retirement system.” - American Retirement Association CEO Brian Graff.

“The ERISA Industry Committee applauds the introduction of the Form 5500 Filing Simplification Act. The bill would eliminate unnecessary paperwork for retirement plans and reduce red tape. We support the bill because these improvements would help plan sponsors more efficiently provide benefits to workers and retirees.” – James Gelfand, President and CEO, The ERISA Industry Committee

“The US Chamber has been working to ease the administrative burdens associated with sponsoring a retirement plan. We support Congressman Grothman’s efforts in this area through the Form 5500 Filing Simplification Act, which will make it more streamlined for sponsors to file the Form 5500.” - Chantel Sheaks, Vice President Retirement Policy, US Chamber of Commerce

Background Information

Under the Employee Retirement Income Security Act of 1974 (ERISA), employers sponsoring retirement plans must file Form 5500 annually with the Department of Labor to disclose basic information about plan finances and operations.

Because the current statutory filing deadline often does not align with plan years, many otherwise compliant employers are forced to file a separate extension request using IRS Form 5558. This creates a redundant, two-step process that increases paperwork and compliance costs without improving oversight or participant protections—particularly for small and mid-sized employers.

The Form 5500 Filing Simplification Act modernizes this process by establishing a single, uniform filing deadline, eliminating the need for Form 5558, and explicitly allowing electronic filing, while maintaining transparency and accountability for retirement plans.

###

Rep. Norcross Votes “No” on Republican Homeland Security Spending Bill

WASHINGTON, DC—Today, Congressman Donald Norcross (NJ-01) voted “no” on the Homeland Security Fiscal Year 2026 Appropriations Bill.

“Donald Trump, Kristi Noem, and ICE are abusing their power. They promised to go after violent criminals, instead Americans are getting killed and immigrant communities are living in fear. The Republican’s Tax Break for Billionaires Law already dumped $75,000,000,000 into ICE. What they need now is real oversight, transparency, and accountability, not another blank check,” said Congressman Donald Norcross. “The spending package does include $20 million to purchase body cameras for ICE agents, but that’s not good enough. Money alone doesn’t guarantee those cameras get worn. My bill, the Trust Through Transparency Act, would require by law that ICE agents wear body cameras. I will keep pushing until my bill gets over the finish line and body cameras are mandatory for all public-facing immigration enforcement officers. Without enforceable rules, real oversight, and accountability, DHS and ICE will keep operating without consequences. We can do better, which is why I voted ‘no’ on the DHS appropriations bill.”

U.S. Rep. Donald Norcross, a Democrat from Camden, has introduced legislation in Washington, D.C. that would require all immigration enforcement officers to wear body cameras.

The announcement of the proposed bill, which was originally introduced in September, comes just days after 37-year-old Renee Nicole Good was fatally shot by a U.S. Immigration and Customs Enforcement officer in Minneapolis.

"Last week, a U.S. citizen was shot and killed in Minnesota by a masked ICE agent," Norcross said in a press release Jan. 14. "We should not need tragedies like this to know ICE agents nationwide must wear body cameras, which is why I introduced a bill to require all immigration enforcement officials to do so, just as police officers in New Jersey are already required to do."

"This loss demands action, and transparency is not optional when lives are on the line."

The bill, which has been short-named the Trust Through Transparency Act of 2025, would amend section 287 of the Immigration and Nationality Act.

All immigration enforcement officers would be required to wear and operate body cameras during public enforcement operations. The bill would also establish an independent advisory panel of experts to provide recommendations regarding camera use and management.

In addition to requiring the wearing and use of body cameras, the proposed legislation also maintains that footage must be kept by ICE for six months from the date of its recording before being permanently deleted, unless it contains "images involving any use of force; events preceding and including an arrest for a crime or attempted crime; or an encounter about which a complaint has been registered by a subject of the video footage."

Additionally, footage would be required to be kept for no less than three years if a longer retention period is requested by covered immigration officers or superior officers who have deemed the footage to have evidentiary or exculpatory value. Retained footage may also be used exclusively for training purposes.

The bill states that longer retention periods may also be requested by members of the public who were subjects of the footage, parents or guardians of a minor subject, or a deceased subject's legal designee or next of kin.

Department of Homeland Security officials would be required to submit a yearly report to members of Congress detailing the number of immigration enforcement actions committed, any instances of noncompliance and any resulting disciplinary actions. These reports would be made public on the DHS website.

Currently, body cams are worn by some, but not all, ICE agents.

Norcross, Kean Introduce SEPSIS Act to Strengthen National Effort to Combat Sepsis

WASHINGTON, DC – Today, Representatives Donald Norcross (D-NJ) and Thomas Kean Jr. (R- NJ) introduced the Securing Enhanced Programs, Systems and Initiatives for Sepsis (SEPSIS) Act to strengthen national efforts to combat sepsis, a life-threatening condition that Congressman Norcross developed and fully recovered from last year.

“Last year, I experienced a medical emergency on an airplane and developed sepsis, a medical condition caused by a severe infection. Each year, 1.7 million people in the United States develop sepsis and it is the third leading cause of death in American hospitals. I was one of the lucky ones,” said Congressman Norcross. “I am here today because of the excellent doctors and nurses who saved my life, but too many families aren’t as lucky. With the SEPSIS Act, we can change that. We can save lives and reduce the devastating toll this condition has on our loved ones.”

“Sepsis can impact anyone – young or old, sick or healthy – and preventing deaths depends on early recognition and timely intervention,” said Congressman Kean. “Today, Congressman Norcross and I are introducing this bipartisan legislation to strengthen sepsis care through expanded education, national information-sharing on best practices, and improved pediatric data collection. New Jersey has long been a leader in the fight against sepsis, and I am grateful to partner with a fellow member of our state’s delegation to bring this critical effort to the federal level.”

“Sepsis is a devastating disease which unjustly claims the lives of hundreds of thousands of Americans each year which would be preventable with more early detection. I am grateful for my dear friends Ciaran and Orlaith Staunton from New York who went through a terrible tragedy, losing their 12-year-old son Rory to sepsis a decade ago and have turned their profound suffering into action so that hopefully no family has to experience the same pain,” said Senator Schumer. “I’ve long fought aside them and am proud the SEPSIS Act would help raise awareness and boost federal research funding for this devastating condition. The federal government must continue to bring more awareness and research to combatting this ruinous condition and save lives.”

“This bipartisan bill would help provide hospitals and health care professionals with the training and data they need to detect and treat sepsis earlier, so that fewer families lose loved ones to this devastating condition,” said Senator Collins.

“We know that early detection and treatment of sepsis is key to saving someone’s life,” said Senator Kim. “We can improve this through better coordination and education. I hope we can come together on this bill to prevent further tragedy and save families from such unbearable loss.”

“We thank Congressman Norcross and Congressman Kean for their unwavering leadership in championing this lifesaving sepsis legislation,” said Ciaran and Orlaith Staunton, founders of END SEPSIS, The Legacy of Rory Staunton. “Thirteen years ago, sepsis claimed the life of our 12-year-old son, Rory. That heartbreak changed our lives forever-and it fuels our fight today. Today, sepsis still takes hundreds of thousands of lives each year while costing our healthcare system $64 billion annually. This bill is a critical step toward making early detection, timely treatment, and accountability the national standard—so preventable sepsis deaths become the exception, not the rule. Our son Rory loved helping people, lifting others up whenever he could. In this moment, he is still lifting us all, urging us to fight harder and do better.”

“New Jersey hospitals have made significant investments in evidence-based protocols, staff training and quality improvement to identify and treat sepsis as early as possible. Continued attention to sepsis – such as this important legislation – is critical to supporting hospitals’ ongoing efforts to save lives,” said Cathy Bennett, NJHA President and CEO.

The SEPSIS Act directs the Centers for Disease Control and Prevention to dedicate staff and resources to sepsis, create an education program to help hospitals adopt best practices for prevention and treatment, and provide Congress with updates on progress toward reducing deaths and complications. The bill also calls for the development of a national outcome measure and creates a recognition program to highlight hospitals with effective prevention and treatment efforts.

Sepsis is the body’s extreme reaction to infection and is one of the leading causes of death in hospitals, killing more than 350,000 Americans each year and costing the health care system billions.

In April 2025, Norcross was hospitalized with a gallbladder infection that developed into sepsis, leaving him in critical condition. He has since made a full recovery, but his experience highlighted the urgent need for more national attention on sepsis prevention and treatment.
