Washington, DC-Rep. Donald Norcross (NJ-01) today observed National Adoption Month by honoring the Graf family of Collingswood, New Jersey as the 2016 Congressional Coalition on Adoption Institute “Angels in Adoption™” for Southern New Jersey.
