Since the birth of our country, the cornerstone of the American Dream has been opportunity. In the 21st century, access to that opportunity requires access to a high-quality education system that allows students to compete in the global economy. We must provide everyone with access to a robust educational pipeline from preschool through high school to ensure that they can grow and pursue their full potential.
Finally, the key to achieving success in a modern economy is higher education. American students have access to the best higher education opportunities available, including traditional four-year colleges, apprenticeships, and other technical training. Every citizen deserves the opportunity to improve their career prospects without becoming burdened by debt.

Growing up, I enjoyed taking things apart and putting them back together to understand how they work. I loved to work with my hands, so while my three brothers decided to attend traditional four-year colleges, I chose the other four-year school — a Registered Apprenticeship Program. My apprenticeship with the International Brotherhood of Electrical Workers (IBEW) laid the foundation for me to go from the construction site to Congress. It allowed me to earn-while-I-learned and set me on a path toward a fulfilling, family-sustaining career.
WASHINGTON, DC – Today, Congressman Donald Norcross (NJ-01) announced more than $233 million in emergency funding for colleges, universities and students in New Jersey's 1st Congressional District under the American Rescue Plan. The funding will help local institutions cope with the severe financial fallout from the COVID-19 pandemic and continue serving their students safely. At least half of the funding each institution receives will be distributed in the form of emergency cash assistance grants to students who are facing hunger, homelessness and other hardship.
