WASHINGTON, D.C. –  Today, Ranking Member of the House Armed Services Committee’s Tactical Air and Land Forces Subcommittee Rep. Donald Norcross (D-NJ), advanced the Fiscal Year 2025 National Defense Authorization Act (NDAA) out of committee and secured priorities that invest in South Jersey and strengthen our national defense.

 

“The NDAA voted out of committee today ensures that our men and women in uniform have the necessary tools and resources they need to defend our freedoms and interests abroad while also improving the quality of life for our military families. The committee came together to provide a $4.5% pay raise to all service members, continue investing in the American industrial base, and reaffirm our commitment to our international partners and allies,” Rep. Norcross said. “I’m also proud to secure priorities that build on my ‘Buy American’ legislation signed into law last year, create jobs, and support research and development throughout South Jersey. As ranking member of the Tactical Air and Land Subcommittee, I will continue to work with my colleagues on both sides of the aisle to strengthen our national defense, continue investing in our industrial base, and deliver for South Jersey.” 

 

The FY 2025 NDAA builds off Rep. Norcross’ ‘Buy American’ legislation signed into law last year by continuing to invest in military readiness and our American industrial base by supporting infrastructure projects around the world. It also provides a 19.5% pay raise for junior enlisted service members and a 4.5% pay raise for all other service members.

 

Rep. Norcross also led debate in support of the President Joe Biden’s executive order preserving Project Labor Agreements in military construction projects and ensuring they are on time, on budget, and safe workplaces.

 

Fiscal Year 2025 NDAA Priorities Secured by Rep. Norcross:

  • $105 million to purchase CH-47F Block II Program aircraft, which will be manufactured by South Jersey workers.
  • $2.5 million to Rowan University for research, development, and engineering to enable rapid entry and sustainment in the Arctic and other cold regions being conducted.
  • $16.2 million to support Project Pele’s development of micro nuclear reactors for sustainable and clean energy solutions.
  • $7 million for research and development of doppler radars that can be carried by individual soldiers for Army Network Command, Control, Communication, and Intelligence (C3I) Technology.
  • Increased pay for junior enlisted service members by 19.5% and a 4.5% pay raise for all other service members.
  • $30,000 to support U.S.-Israel anti-tunneling cooperation.
  • $9.5 million to support the research and development of an autonomous system that detects landmines, which will be developed by workers in South Jersey.
  • $75 million to improve Humvee rollover mitigation to avoid preventable deaths.
  • $6 million for the Rapidly Adaptable Affordable Cruise Missile program.
