FY24 Appropriations Requests for Community Project Funding

Last year, Congressman Norcross submitted funding requests for important community projects in New Jersey’s 1st Congressional District to the House Appropriations Committee. The application for FY24 Community Project Funding has ended. Guidance on the reforms governing Community Project Funding (CPF) is available here, and additional guidance for each Appropriations Subcommittee can be found below depending on your project.

Under guidelines issued by the Appropriations Committee, projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. For-profit entities are not eligible for this funding.

In compliance with House Rules and Committee requirements, Rep. Norcross has certified that he, his spouse and his immediate family have no financial interest in any of the projects he has requested.

    Summary: To make improvements to two connected lakes, replacing the failed outfall spillway at Ward Lake and improvements to stormwater infrastructure at Spring Lake.

    Summary:      The funding would be used to empower individuals with disabilities to live independently through the use of assistive technology.

    Summary:      The funding would be used to construct a waterfront park that will convert a waterfront brownfield site into a multipurpose trail with a boat launch, fishing pier, picnic areas, and overlooks of the scenic Delaware River Backchannel.

    Summary:      The project will provide for renovation and capital equipment to open a second location of the Cherry Hill Free Clinic, which provides free primary care to the uninsured and underinsured.

    Summary:      The funding would be used to construct an inclusive playground space that promotes safety and accessibility.

    Summary:      The funding would be used for a new building to allow for the full scope of logistical operations so the food bank can serve approximately 4,000 meals each week.

    Summary:      The funding would be used to improve a park, including replacing seating in an amphitheater and constructing additional pickle ball courts.

    Proposed Recipient: The Food Bank of South Jersey

    Summary:      The funding would be used to purchase a combination of hybrid vehicles, delivery trucks and vans in order to reduce the food bank’s carbon footprint and serve more individuals.

    Summary:      The funding would be used for renovations at the Glassboro VFW Post 679 which will allow the organization to continue supporting, educating, and assisting the Veteran community and their families.

    Summary:      The funding would allow the township to renovate an old bank building and turn it into a community performance arts space.

    Proposed Recipient: Home Port Alliance for the USS New Jersey, Inc.

    Summary:      The funding would build a permanent structure on the Battleship New Jersey which would expand access to the battleship for students and visitors by allowing educational opportunities and events to occur consistently year-round.

    Summary:      The funding would increase programming and staffing at two community centers to improve areas such as adult education and workforce development.

    Request:         $2,500,000
    Summary:      The funding would be used to stabilize Berth 1 at the Balzano Marine Terminal so the port can use all available buildings to meet the recent surge of business activity in the area.

    Summary:      The funding would be used for construction costs associated with the renovation of Virtua Health’s Advanced Transplant Center, the only transplant program in Southern New Jersey.

    Summary:      The funding will expand the scope of criminal defense and related legal services not otherwise available to residents of Camden and Gloucester Counties.

    Summary:      The funding would be used for partnerships with local school systems to promote education and awareness services to prevent human trafficking.

    FY22 Appropriations Requests for Community Project Funding

    Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 10 projects in their community for fiscal year 2022 – although only a handful may actually be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.     Proposed Recipient: Garden State Equality
    Project Location: Camden and Gloucester Counties.
    Address of the Recipient: 1408 Main Street, Asbury Park, NJ 07712
    Amount of the Request: $175,000
    Explanation of the Request: This project would educate and empower South Jersey residents to address adverse childhood experiences through a self-healing community model focused on education, social support, stress reduction strategies, and resilience, thereby improving mental health outcomes for community youth.

    Proposed Recipient: Jewish Federation of South Jersey
    Project Location: Burlington, Camden and Gloucester Counties.
    Address of the Recipient: 1301 Springdale Road, Cherry Hill, NJ 08003
    Amount of the Request: $250,000
    Explanation of the Request: This project would educate seniors on the use of technology to help them meet basic needs, communicate and socialize, and maintain their health remotely. This would provide necessary support to those aging in place and will assist seniors who are living alone during the Covid-19 pandemic meet basic needs.

    Project Location: Camden and Gloucester Counties.

    Amount of the Request: $300,000
    Explanation of the Request: This project would launch a community-level network to identify residents at most risk for food insecurity and health-related issues. It would reduce stress on public health systems by directing services and resources to residents in need.

    Amount of the Request: $500,000
    Explanation of the Request: The project would install cameras to monitor illegal dumping in Camden County, improving public safety while allowing the department to more effectively manage personnel and equipment costs.

    Project Location: Gloucester County.

    Amount of the Request: $500,000
    Explanation of the Request: This project would support a wind energy workforce training program developing pathways from pre-apprenticeship to Ph.D. in related trades and science and technology fields. This will help provide the education and preparation necessary to create a skilled workforce for the growing wind energy industry across the U.S. and in Southern New Jersey.

    Proposed Recipient: Rowan University/Rutgers-Camden Board of Governors
    Project Location: Burlington, Camden, Gloucester, Cumberland, Salem, Atlantic, and Cape May Counties.

    Amount of the Request: $500,000
    Explanation of the Request: The project would advance collaborative research projects that use public health, population health or population medicine to directly improve health outcomes. This effort will build capacity and reduce health disparities and promote health equity in Southern New Jersey.

    Project Location: Camden and Gloucester Counties.

    Amount of the Request: $500,000
    Explanation of the Request: The project would increase telehealth capacity at shelter sites for homeless men, women, children and veterans to access necessary healthcare, mental health and substance use services, ensuring their needs can be met in a more immediate, direct method by community partners who understand the barriers faced by individuals on the road to long term stability.

    Proposed Recipient: Cooper University Health Care
    Project Location: Camden City.
    Address of the Recipient: 401 Haddon Avenue, Camden, NJ 08103
    Amount of the Request: $500,000
    Explanation of the Request: The project would support the National Academies of Science, Engineering and Medicine’s call for integrating military and civilian trauma care systems to achieve zero preventable deaths after injury. This will improve military and civilian trauma training and readiness to improve health outcomes after trauma incidents.

    Project Location: Camden City.
    Address of the Recipient: 1900 Park Boulevard, Camden, NJ 08103
    Amount of the Request: $500,000
    Explanation of the Request: The project would restore the Benjamin Cooper Inn into the American Revolution Museum of Southern New Jersey. This will encourage tourism in Camden, NJ, and will become a trailhead for the 33-mile Camden County Circuit Trail, drawing cyclists, runners, and walkers from throughout the Greater Philadelphia region and Southern New Jersey.

    Project Location: Burlington, Camden and Gloucester Counties.

    Amount of the Request: $600,000
    Explanation of the Request: The project would support the ability of Center for Family Services to provide much needed services for community outreach, workforce development and training and counseling to residents, thereby advancing their efforts on behalf of South Jersey’s vulnerable populations.
