WASHINGTON, DC – Today, Rep. Donald Norcross (D-NJ-01) released the following statement regarding the passage of the American COMPETES Act (H.R. 4521), legislation that will strengthen our supply chains and supercharge American innovation and competitiveness with global rivals for generations to come

“I am proud to support this bipartisan legislation that will bring jobs back to the United States and address critical shortages in our supply chain. As a 40-year veteran of the labor movement, I am particularly proud to secure Davis-Bacon prevailing wage protections across large swaths of the bill, ensuring Americans receive fair pay for their work and that federal contractor aren’t undercutting local wages. The America COMPETES Act will create a path toward long-term competitiveness on the international stage, helping to ensure American workers have opportunities and American-made goods have markets.”

The America COMPETES Act is a bold, comprehensive package to strengthen U.S. Competitiveness, including:

  • Creating CHIPS for America Fund
    • Includes $52 billion for Chips for America Act which will incentivize private-sector investments and continued American leadership in semiconductor fabrication, as well as help address supply chain disruptions and ensure that more semiconductors are produced here at home.
  • Strengthening the Supply Chain and American Manufacturing
    • Authorizes $45 billion to improve our nation’s supply chains and strengthen our economy and national security by preventing shortages of critical goods and ensuring that more of these goods are made right here in the United States.
    • Includes an amendment led by Congressman Norcross to improve the pace of domestic production of innovative research.
  • Advancing American Scientific Research, Technology, and Innovation
    • Makes major new solutions-driven investments in every aspect of innovation and scientific research, making the kind of investments that will lead to breakthrough discoveries.
  • Securing America’s Global Competitiveness and Leadership
    • Includes numerous provisions to strengthen and promote America’s leadership around the globe, including in such areas as investing in partnerships and alliances, investing in standing up for America’s values, expanding our investments in diplomacy, and promoting human rights.
