Patricia Campos-Medina, executive director of the Worker Institute at Cornell University, said American laws give companies the upper hand after employees vote to unionize. Unless changes are made, she said, it’s easy for companies to drag out negotiations until a union breaks.

U.S. Rep. Donald Norcross (D-1st) hopes to change the fact that money spent on fighting unions is tax-deductible for parent companies. Norcross is one of 103 members of Congress introducing the No Tax Break for Union Busting Act, which would reclassify that spending as political speech, so it would no longer be tax-exempt.
